Strategy for improving National Health Plan 2030 development guided by assessing compliance with the 2020 Plan guidelines

Abstract

|
Objectives: The 4th National Health Plan marks its 5th establishment in 2021. Here, we identified the structural and operational problems of the plan, prioritized the problems, and defined future strategies.
Methods: We assessed compliance with the guidelines of the 4th Plan, and asked experts to identify barriers to success.
Results: The 4th Plan does not link well to other related plans. When estimating target values, it fails to be based on accurate scientific evidence. Furthermore, many health topics have not considered health equity sufficiently. A lack of reliable data sources was the principal operational obstacle; significant indicators were excluded. Also, budgetary uncertainty compromised practical decision-making.
Conclusion: When developing the 5th Plan, five strategic approaches are required (1) Use of a logic model to ensure effective scientific linkage; (2) An analysis of social determinants of health, combined with a multi-sectoral policy that recognizes an overarching health equity indicator; (3) Establishment of a national health database to ensure that essential indicators are measurable; (4) Delegation of program details to local action plans; and, (5) Increasing the responsibilities of establishment committees.
